HomeMy WebLinkAbout2016-12-13 MINUTES OF COUNCIL DECEMBER 13, 2016 The Batesville City Council met in regular session on December 13th, at 5:30 pm at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Utility Billing Supervisor, Nick Baxter gave the invocation. Upon roll call, the following Councilmembers answered present; Chris Beller, Tommy Bryant, Sonya Crafton, Margaret Henley, Paige Hubbard, Doug Matthews, and Chris Poole. Also present were the City Attorney Tim Meitzen and Administrative Assistant Jennifer Corter. City Clerk Denise Johnston and Councilmember David Shetron were absent. Councilmember Bryant moved to approve the minutes from the previous meeting. Councilmember Hubbard seconded and all voted for. Councilmember Bryant moved to approve the prepared agenda. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) POLICE DEPARTMENT REPORT Police Chief Alan Cockrill addressed the council with his monthly department report. He said his department is currently looking to hire two officers to fill vacant positions. The vacant positions were offered to current reserve officers first and interviews have been scheduled for later in the week. B) ENGINEER'S REPORT City Engineer Damon Johnson addressed the council with his monthly report. He said everything is "business as usual" within most departments. The Construction Department is still working on replacing sewer lines. Both Water and Wastewater plants are running smooth. The contractors have begun milling on Main Street. Once this process is finished, curbing work will be started as weather permits and then move on to repaving. C) CONSIDER AN ORDINANCE TO LEVY A TAX ON CERTAIN ACCOMMODATIONS AND AUTHORIZING THE CREATION OF AN ADVERTISING AND PROMOTIONS COMMISSION Councilmember Bryant introduced an ordinance to levy taxes on certain accommodations and authorizing the creation of an Advertising and Promotions Commission. Councilmember Bryant made a motion to read by title only. Councilmember Matthews seconded. The electronic vote was 7 for and 0 against. Mayor Elumbaugh read the ordinance by title only. The ordinance will be placed on the next agenda for the second reading. D) CONSIDER AN ORDINANCE TO PROVIDE FOR THE ENFORCEMENT AND COLLECTION OF TAXES LEVIED BY THE CITY ON HOTELS AND MOTELS Councilmember Bryant introduced an ordinance to provide for the enforcement and collection of taxes levied by the City on hotels and motels. Councilmember Bryant made a motion to read the ordinance by title only. Councilmember Henley seconded. The electronic vote was 7 for and 0 against. Mayor Elumbaugh read the ordinance by title only. The ordinance will be placed on the next agenda for the second reading. E) PAID BILLS REPORT The council was provided a copy of the paid bills report for November. MAYOR COMMENTS Mayor Elumbaugh read a letter from the Governor's office regarding Batesville being awarded a Parks and Tourism Outdoor Recreation Grant. The 50/50 matching grant total is $214,000.00 ($107,000.00 from the state and the balance from the City). The grant should ensure completion of all projects at the North Complex. LIAISON REPORTS None COUNCIL COMMENTS Councilmember Matthews commented the Airport Commission is working on a long range lighting upgrade. The project could take anywhere from 6-10 years to be completed ADJOURNMENT There being no more business, Mayor Elumbaugh wished the Council and the Citizens of Batesville a very Merry Christmas.
