HomeMy WebLinkAbout2016-09-13 MINUTES OF COUNCIL SEPTEMBER 13, 2016 The Batesville City Council met in regular session on September 13, at 5:30 pm at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Nick Baxter, Utility Billing Supervisor, gave the invocation. Upon roll call, the following Councilmembers answered present; Chris Beller, Tommy Bryant, Sonya Crafton, Margaret Henley, Paige Hubbard, Doug Matthews, Chris Poole and David Shetron. Also present were the City Attorney Tim Meitzen and Administrative Assistant Jennifer Corter. City Clerk Denise Johnston was absent. Councilmember Bryant moved to approve the minutes from the previous meeting. Councilmember Shetron seconded and all voted for. Councilmember Bryant moved to approve the prepared agenda. Councilmember Beller seconded and all voted for. CITIZENS COMMENTS None OLD BUSINESS None NEW BUSINESS A) RECOGNIZE THE BATESVILLE BANDITS, 8 YEAR OLD NORTH ARKANSAS CAL RIPKEN STATE TOURNAMENT CHAMPIONS Mayor Elumbaugh read a proclamation, proclaiming September 13th as 8 Year Old Cal Ripken All Star Baseball Appreciation Day. He recognized individual players and coaches, and presented each of them with a copy of the proclamation. The team presented Mayor Elumbaugh with a group picture and a game ball and thanked the City of Batesville for its support of the team. B) MONTHLY POLICE DEPARTMENT REPORT Police Chief Alan Cockrill addressed the council with his monthly report for August 2016. The Chief said everything is running smooth within his department. He did note his officers have reported at least 100 street lights out around town. C) ENGINEER'S REPORT City Engineer Damon Johnson addressed the council with his monthly engineer's report. Mr. Johnson said it is business as usual. Utility crews continue to work on installing and repairing lines. They have started repairing street cuts with concrete instead of asphalt in an effort to reduce the amount of bumps in the roads. Also a company is in town restriping the city streets across town. Water and Wastewater plants are operating well. He also reported there are still some new projects that are in the works. D) EXECUTIVE SESSION Councilmember Bryant made a motion to go into executive session. Councilmember Beller seconded and all voted for. Upon return from executive session, Councilmember Bryant made a motion to reappoint Mr. Mike Schmidt to the Appeals Commission and Ms. Gail Harley and Mr. Kenny Smothers to the Tree Board. Councilmember Shetron seconded and all voted for. Mr. Schmidt was reappointed to the Appeals Commission for a 5 year term expiring September 8, 2021. Ms. Harley and Mr. Smothers were both appointed to the Tree Board for 2 year terms expiring September 8, 2018. MAYOR COMMENTS Mayor Elumbaugh asked for the next council meeting to be moved from September 27th to Monday, September 26th due to a conflict. Councilmember Bryant made a motion to move the meeting date. Councilmember Beller seconded and all voted for. Mayor Elumbaugh also gave a brief update on recent activities at Riverside Park and around the city and encouraged everyone to support both Lyon College and Pioneer football programs. LIAISON REPORTS None COUNCIL COMMENTS None ADJOURNMENT There being no further business, Councilmember Matthews moved that the meeting be adjourned. Councilmember Shetron seconded and all voted for.
